Every plan compiles complete systems — the same compiler, the same gates, the same evidence.
A capability does not go on sale because it exists in the compiler. It goes on sale when there is a build that proves it.
Authoring a specification uses your own model key — on every plan. It is a requirement of using DevMatrix, not a perk of one plan, and without one there is nothing to author with.
Compilation itself calls no model. That is the point.
The thing worth judging is what the compiler emits. Read a build before you decide what a plan is worth.
